The permission Write_External_Storage has been denied

Hello
I've been looking solution of my problem on other topics but i didnt found it. So I decided to open new topic.
My application kept showing the problem "The permission Write_External_Storage has been denied". I decided to make a new project to check if the problem lies with asking for permission. So I created a mini app (blocks below) and the app doesn't even ask me for my permission. It looks as the app deniding permission without asking me.

I read on another topic that "READ_EXTERNAL_STORAGE" and "WRITE_EXTERNAL_STORAGE" are the same, so I changed the request to "ReadExternalStorage" but I still get the message that the application rejected the request

Can u help me with fix that glitch?
