Webviewer no me permite subir archivos desde formulario html

Estoy haciendo una aplicación web donde tengo un formulario para subir archivos al servidor. y para hacer la aplicación una app de android uso webviewer, pero este no me permite elegir el archivo. No reacciona al picar en “seleccionar archivo” del formulario.

Necesito ayudar de un maestro. por favor

The webviewer has no access to the android file system.
