You are asking questions about a product that is not made by App Inventor. You could ask the developer of the Offline version I guess.

I think that Offline Version from sourceforge is made by MIT itself. Is it by third party developer

Bear in mind that you could make your version of AI2 Offline incompatible with MIT App Inventor 2.

I stopped using it, as the COMPANION is unable to load extension, and also build failed
