How do you join blocks?

Hello All,
I have added a timepicker to my app. It works fine, but if minutes is less than 10
then the Label shows the number without zero. This was a question posted by someone a few years back - Timepicker Minuten less than 10
I am trying to implement TIMAI's solution, but unable to figure on how to join the blocks. Here is the screenshot of where I am stuck at -

it's same effect.
just right click the Join block and select Inline input/External input.
