You can use a canvas with image sprites, and set up so that the image sprites "snap" into a set position

Or there is an extension by @Kevinkun that will enable you to drag and drop components in one arrangement to another arrangement

There's a dragged feature that works with your finger dragging a sprite on the screen. You do have to program how you want it to function.
