Is there a way to have both the screen scrollable and the vertical scroll arrangement

I am doing something that requires both the screen to be able to scroll and to have the vertical scroll arrangement do at the same time

And what would that be?

When in the VSA, turn off screen scrollable, when outside of the VSA turn on screen scrollable. You will probably need a button, unless there is an extension that detects finger position.
